Going from 700c to 27" could in some cases encroach on your fork crown or at least limit your tire options, so stay with 700c rims.

I doubt that any of the components are original - but FWIW, those Huret DOs and long pointed lugs look familiar - as on my '74 Gitane Champion du Monde below.
