Change chainring?

Hello

I have a Gitane Tour de France ca 1978. It gives a great ride, but I need it to be a bit easier to pedal uphill. I've been thinking about changing the freewheel, but I wonder if it is possible to simply change the smallest chainring to one with fewer teeth? Will that work? I have a Stronglight crank, so I would have to look for a smaller charinring on ebay...

You'll be limited based on the bolt center diameter (bcd) of the rings. My 84 Gitane has Stronglight 104 cranks with 122 bcd rings (I think that is what it is) and the smallest I can go up front is 38 teeth.
