I'm 6'2", but I could probably tolerate 58 cm bike if I had to. I can ride a 61 cm but the back doesn't like the reach of a long top tube. I saw one on eBay, but not looking to spend $600+ on a bike.

Hi Bob,
What's important is your stand over height over the top tube not your height! 
You should have 1"-2" of room between the top tube and your personal area in case you should have to dismount in a hurry. 
I have a very long torso with a short neck so I prefer frames with short top tubes. Sometimes I have to resort to a short stem like a 65mm - 75mm.

I'm familiar with the old stand-over height rule of thumb. Trouble is I'm a long leg, short torso guy. The long legs tend to pair me with long top tubes which I don't need. I have to be careful not to go too small of a frame or the required tall seat post means a lot of drop to the handlebars and more discomfort. What I did on my current 61 cm bike is I threw on a pair of North Road style bars and it is very comfy.
Re: shorter stems - the Pivo "stem of death" is pretty short as it is, but perhaps it would be worth replacing with a modern short stem for both reasons.

Found one! The owner claimed 1969 or 1970, but it is a dead ringer of a match to my wife's (formerly father's) 1973 TdF.
With just one small problem:
Need to find a Simplex derailleur to replace it and match the front derailleur.
AND I got this (non-TdF) little joy!
It needs work and there are two nasty dents in the rear rim, but she is still in pretty darn good condition (all thinks considered).[/img]
