The is a mid 1970s Hosteller model, 1974 or later.
These were "touring" model bikes that came out a little to early for the big cycle touring boom that started about 1975-76 in the US.

There's one of these that's been on eBay for a looong time for $450. It's basically a Gitane Gran Sport Deluxe with fenders, racks and lighting. This is probably a 29+ Lb. bike.
It's in nice condition and probably worth $125.00 to $200.00 max because of the rarity.
