I have to chuckle when I see sellers list "custom made" in their features list. 
Every foil decal Gitane from 1968 until 1974 was "Custom Made"! 
This looks like a standard fare Super Corsa frame and as you say it's a 54cm center to top, the way Gitane measured them. It's probably a 1971 as advertised.
It doesn't look too bad. White paint can usually be rubbed out with automotive rubbing compound and the chrome cleaned up with 3xxx steel wool.
A lot of the chips and scratches may have occurred in the original box before it was ever assembled! At the height of the US Bike Boom, European bike makers were shoving bikes out the door as fast as they could box them up. Frequently the wheels were thrown loose in the box to roll around and the handle bars draped over the top tube! 
You can maybe still buy little tubes of auto touch-up paint with a brush in the cap.

Apply light coats and let them dry for at least a day. In a few weeks you can rub them out with rubbing compound. White passes the 5 foot test very well! 
I've used some silver paint to touch up a few small rust spots in the chrome on some bikes.
As far as value goes, there's no headset, bottom bracket, BB cable guide or top tube brake cable clamps. Unless you already have these parts figure on at least $100 to get the bare frame ready to assemble.
To restore it to it's full Campy glory would probably cost at least $400 for well used parts.
Velo-Orange is now selling metric thread sealed bearing bottom brackets for ~$49 (other outlets too) plus aluminum alloy metric headsets that will work well with this frame for about the same price.
I'm guessing it's worth ~$150-$175 at most. Some former sidewalk slasher might pay a lot more for it... (I promised Stephan I wouldn't go there anymore).

They're better than the originals on several of my old Gitanes.
BTW, you got a good deal on that frame (and I liked Harry's retort about a bull to the first questioner!). 
My 1969 TdF rides really sweet so you should like your 71 SC also. |

Done for now, but I have to lace a new set of rims onto those hubs.
Obviously not a period restoration, but mostly French.
