Referring to the pictures that you provided, if the steerer tube slides into the fork crown, and the brake-bolt goes through both the crown, lug and steerer tube, then what good is a wooden plug going to do if it's lodged in the steerer tube? The only benefit is if the steerer tube itself snaps in half above the crown/lug line (at which time, only a small part of the wooden plug would be supporting both parts of the steerer tube)? This makes no sense.
How would a break happen as there is no sheer force on the steerer tube (within the head tube), unless its the result of a catastrophic front-end collision (or serious rust degradation permeates throughout the steerer tube), at which time the collision will be the issue (in terms of the damage potential to the rider) rather than the fork's ability to stay connected or not to the crown after the collision. Either way, it makes me wonder if this is truly just a water-spray stop device only.
