26.4 should be the correct size. It's likely the age old alloy to steel reaction which has frozen the posts. The penetrating oil of choice and patience will do the trick. Numerous applications over a period of time and gentle persuasion after each.
When reinstalling alloy to steel apply some anti-seize compound (from Auto Parts Store) to prevent it from happening again. Also great for steel pedal axle threads into alloy crank arms.
