Greetings and welcome to the forum.

Your frame is definitely not a Gitane.

It's a LeJeune track frame just like this one.

http://www.classicrendezvous.com/France/bicycles/LeJeune/LeJeune_Track_frame.htm

A lot of the upper end LeJeune frames were built by the French constructeur (custom frame and bike builder) B. Carre.

He used the distinctive upside down willow leaf seat stay caps like on your frame. The ones that he built under his own name had B. Carre stamped into them.

the frame is probably all Reynolds 531 tubing and was either red or blue.

Here's my 1972 Lejeune:

Speak of the devil.... Twisted Evil

There's a frame just like yours on French eBay! Cool

The frame is probably all metric.

Headset 25mm x 1mm

Bottom bracket 35mm x 1mm

Stem 22.0mm (standard inch size is 22.2mm)

Seatpost 26.4mm or 26.6mm
