Welcome to the Forum.

If it has a cottered crank bottom bracket it's probably a 1974-76 Gitane Track Standard. These were also called the School model in France.

This was Gitane's entry level track bike.

Looks like a 1984 Super Challenge frame

http://www.gitaneusa.com/images/catalog/1984/Page_06.jpg

These were entry level bikes with upgraded components. The frame is made of plain carbon steel (AKA gas pipe tubing).

See my notes about the model in this thread to another member:

http://gitaneusa.com/forum/viewtopic.php?t=2069

For $50 it's not a great deal but not a bad one either. If you had components to hang on the frame it could make a nice riding bike.

If you had to go out and buy all the parts it could set you back $200 or more.

For $250, you can find some nice complete bikes.

Is the frame your size? If not, walk on by...
