Note the 103 sticker at the bottom of the seat tube. The frame is made of plain carbon steel. If someone were going to ride it on a smooth track surface it wouldn't make that much difference over an alloy steel frame made of lighter gage tubing.
On the road the combination of track frame geometry and thicker walled tubing will result in a pretty harsh ride.... but former skateboarders might not notice anything!
