Early 70s TdFs and some Super Corsa bikes came with standard Gitane Seat post binder bolts. These were 8mm diameter with a 12mm nut. There is a key under the bolt head that fits into a notch in the left side bolt hole in the lug.
Some of the later TdFs and many Super Corsas used TA hex head seat post bolts like these.
The "ears" on seat post lugs frequently get deformed from being over tightened to grip an under size seatpost. Your bike should have a 26.4mm seatpost. The bolt hole should be a little over 8mm. You can take a small round file or a hand reamer and open the bolt hole a little so that an 8mm bolt fits through.
There are some inexpensive 8mm made in Taiwan hex key seat post bolts marked "Chrome Moly". That work very well. They're available in various lengths. Use a small washer under the right side bolt or nut.
P.S. Grease the seat post and seat tube and the threads on the bolt.
